為什麼指揮行人過馬路的交通燈號是不設黃色燈?

Because it is not necessary, you aren't going as fast as a car running at 50kmh...
Also the time slot of the twinkle green light is enough for someone to realise that you should stop crossing the road however drivers are easier to be confused with the twinkle traffic light. Also it can establish a obvious different between different road user.
BTW: It save money as well

因為它是沒有必要的，你不打算以最快的速度作為汽車運行在50公里每小時...

無必要嘛,你又唔係架車咁快...
如果你過馬路果陣綠公仔閃你好簡單就睇到佢閃緊,你自然就停低/走快幾步.但係你揸緊車就唔同,你唔會只係望前面,架車又開得快,咁樣好易誤判燈號,所以有需要設黃色燈.但係行人ge都有黃燈ge話,睇錯咗都唔出奇...
BTW:少咗黃燈都可以省錢
